According to §3a (Electronic Conformity Law) the transfer of electronic documents is authorized as far as the recipient has opened an access. The city of Ulm opens this access according to the following technical basic conditions for the electronic communication.

For technical and organizational reasons, the city of Ulm cannot at present decipher coded e-mails. In case you should want to send us confidential information we would ask you to do this by letter post.

Moreover, for technical and organizational reasons, the city of Ulm cannot at present check the authenticity and validity of electronic signatures. The consequence of this is that you cannot send documents via e-mail which are subject to be drawn up in writing. For such occasions, we therefore ask you to switch to communication by letter post.
